IV's resize/resample has a function 'Set new size' in which you can choose
the units of size, such as pixels, cm, or in.

But if I'm understanding the 'image' of the problem correctly, you want to
make a round graphic result for a disk from a square one, hopefully not
losing anything (important) on the corners.

You might need to end up with a square graphic whose /diagonal/ was 117mm
or a little less than 83mm on a side;  or something between 83 & 117mm,
sacrificing a little on the corners but not too much, by trial & error.

That is, trial and error would be faster than doing the math :-)

Or lay the disk on the cover and see what you will lose;  if there's
something that needs to be preserved, fudge/guesstimate the adjustment
based on the diagonal being x2^1/2 bigger than a side.

I thought putting stick-on labels on CDs/DVDs was generally frowned
upon. Perhaps that's why it's difficult to find a program. ;)

I did a quick check of my notes on the apps that are listed here:
http://www.pricelesswarehome.org/acf/P_BUSINESS-HOME.php#5.10PrintLab...

I only spotted one that mentioned "round" and it didn't have a link:

Program: Label Creator
Company: Survivor
Ware: (Freeware)

howsomever. . .   after a bit of scouting:

label4000.exe           21-Feb-2006 15:25   1.5M

or perhaps download via the Wayback Machine DL link:
